STATE
HORSE COUNCIL ADVISORY COMMITTEE MISSION STATEMENT
SHCAC's core purpose or reason for being.
The State Horse Councils Advisory Committee of the American Horse
Council is a coalition of AHC member state horse councils representing
the common interests of a diverse industry. To this end the SHCAC:
- Promotes
all facets of the industry by providing national leadership for
state horse councils and a forum to network.
- Influences
legislation and policy changes at the grass-roots level by providing
access to all segments of the industry including sport, race, and
pleasure horse enthusiasts and their support industries
- Facilitates
the exchange of information between the AHC, State Horse Councils,
and the industry they serve
VISION
Desirable future state, the way the Committee wants things to
be in 10 to 15 year time frame.
The vision of the State Horse Council Advisory Committee is
to provide national leadership for a unified coalition of State Horse
Councils and make a positive impact on the American Horse Council
and the equine industry.
FUNDAMENTAL OBJECTIVES
Objectives that must be accomplished in order to achieve vision
- 3 to 5 year time frame.
- Develop
and implement a plan to obtain commitment and involvement of all
State Horse Councils in SHCAC activities.
- Identify
and develop plans to address major current and potential problems
and opportunities confronting the Horse Industry
- Identify
opportunities and develop plans to promote the value of SHCAC and
AHC to state horse councils.
- Develop
plans to procure financial and human resources to support SHCAC
projects.
- Develop
effective communication network systems to facilitate the exchange
of information between and among state horse councils, AHC, SHCAC
and the Horse Industry.

ANALYSIS
Strengths:
- Affiliated
with AHC
- Diverse
membership
- Members
are all active leaders in the Horse Industry
- Members
are knowledgeable of the Horse Industry - problems and opportunities.
- xcellent
national networking capabilities
- Continuous
opportunity for new members and new ideas
Weaknesses:
- High
member turnover
- Minimal
sources of financial and staff support
- Lack
of structure, planning, operating procedures, and follow-up
- Not
all State Horse Councils are actively involved
- Limited
communication and ability to meet frequently. Current/new communication
technology has not been utilized.
Opportunities:
- Can
influence AHC
- Large
pool of potential effective members
- Many
problems/opportunities to address
- Most
State Horse Councils need and recognize the need for help
- Excellent
products, e.g. horse, past rural life, preservation of history of
culture
- Opportunity
to educate the general public and individuals/organizations in the
Horse Industry
- Opportunity
to be one of the most effective and respected groups in the Horse
Industry
- Opportunity
to make general public and policy makers aware of the significant
positive economic impact of the horse industry.
Threats:
- Limited
leadership and organization
- Limited
AHC support
- Failure
to represent the entire Horse Industry
- Apathetic
individuals/organizations in the Horse Industry
CRITICAL
SUCCESS FACTORS
Key things that must be done in order to survive:
- Must
represent the entire Horse Industry.
- Must
assist State Horse Councils recognize and address problems proactively,
e.g. animal rights, zoning and environmental issues, liability,
etc.
- Must
gain and maintain respect/confidence of AHC and State Horse Councils
- Must
develop resources required to conduct SHCAC projects
- Must
develop consistent follow-up of projects
- Must
maintain and continue to improve organized leadership and structure
for SHCAC
